Through a comparative case study of BC and Québec’s policy mixes, this study
seeks to answer the questions: What mix of policy instruments have the greatest impact on
electric vehicle (EV) deployment in Canada? What can BC learn from Québec in terms of
the mix of policies employed to promote EV deployment (and vice-versa)? This study finds
that in spite of the tremendous efforts made by both provincial and federal governments,
uptake of EVs has been relatively slow across the country.
