We are also grateful to the staff at the Ministry of Foreign Affairs, the State Department for the Adaptation of Legislation under the Ministry of Justice, the Secretariat of the Cabinet of Ministers, and all representatives of other Ministries, government agencies and businesses in Ukraine who participated in the hearings organized under this project. [...] However, the opportunities and challenges of the negotiation process directly depend both on the capacity of the Ukrainian team to present a clear-cut position and on the specific interests that the European Commission represents. [...] Trade in goods and services The first section of this report is dedicated to trade and the improvement of the quality of goods and services in agriculture, the light, chemical and ma- chine-building industries, the steel industry, energy, transport, and financial services.
