This Country Engagement Note (CEN), prepared jointly with the International Finance Corporation (IFC) and the Multi-lateral Investment Guarantee Agency (MIGA), will focus on addressing Chad's drivers of fragility while supporting the country's transition during FY23-FY24. In April 2021, Operational Policy 7.30 was triggered, and operations and new lending resumed after a June 2021 assessment. The Bank Group will remain engaged during this transition period, in line with WBG's Fragility, Conflict and Violence Strategy, while the uncertainty of the transition timeline and its outcomes prevents the formation of medium-term objectives. The CEN is closely aligned to the agreed Prevention and Resilience Allocation Action Plan and underpinned by strong analytical work including an SCD update and national and regional risk and resilience assessments, G5 Sahel Region Country Climate and Development Report (CCDR) as well as learning from the previous country program. The CEN promotes a greater focus on fewer, more impactful operations, and enlarged geographical coverage to previously underserved, conflict-affected, and at-risk areas, and serves as a bridge until the context allows the development of a full Country Partnership Framework.
