Ratings of Second Resilience Development Policy Operation with a Cat DDO for Samoa were as follows: overall outcome was satisfactory, relevance of prior actions was highly satisfactory, and achievement of objectives was satisfactory. Some of the lessons learned include: (i) a hybrid operation (DPO with a Cat DDO) helps ensure efficiency, quick emergency disbursements, and realize meaningful results; (ii) this first ever hybrid DPO/Cat-DDO demonstrated the need to consider in the design of the Cat DDO the potential for it to be triggered for a health emergency; (iii) results indicators need to be clear, concise, and well-communicated to the authorities; (iv) formulation of prior actions and data needs with associated results indicators should take in account country-specific circumstances, including capacity challenges; and (v) technical assistance is critical in the low-capacity context of small Pacific Island countries and should be continue.
