The results show that the lack of a national infrastructure master plan and thus inadequate coordination at all stages of project life (i.e., initiation, planning, design, and implementation), gaps in the legal framework, the lack of availability of infrastructure data, and the existence of nominal institutional relationships between sectors are the main causes of the lack of coordination of infra.
