On the whole, the data suggests a split between Mali’s government elites—who are looking to strengthen relations with Russia— and the Malian public on Twitter, who appear disinterested in the bilateral relationship and are negative on Russia’s conduct in the international sphere. [...] Negativity around Russia was largely driven by mentions of opposition to Moscow’s invasion of Ukraine and concern over the plight of the Ukrainian people—issues that accounted for almost 50% of negative sentiment across
