Ratings for the Emergency Crisis Response Project (ECRP) for Yemen were as follows: outcome and Bank performance was highly satisfactory, and monitoring and evaluation (M and E) quality was high. Some lessons learned included: a multi-sectoral and integrated service delivery approach proved to be an effective design feature, implemented by ECRP to meet the needs of the poor and vulnerable population. Flexibility in design and agility during implementation are critical for maintaining the focus on development outcomes and being responsive in challenging environment like Yemen. Partnership with the United Nation (UN) organizations is a pragmatic and effective way of leveraging the complementarities between humanitarian and development agencies and deliver effective interventions in the midst of a conflict. Partnership with local, politically neutral, and well-respected institutions with strong local knowledge improves implementation efficiency amidst civil conflict. Multi-layered monitoring and use of modern technology allows for better and timely project oversight. Donor funding is critical for preserving key national service delivery institutions during conflict. The risk of doing nothing far outweighed the risks of using the country's International Development Association (IDA) allocation without government acquiescence.
