Inaugural Summit on Responsible AI in the Military Domain: Limitations and Proposed Pathways

WICHUTA TEERATANABODEE suggests several steps to maximise the potential of the next summit in finding solutions for the responsible use of AI in the military domain. [...] Due to concerns over the urgent need for norms and governance frameworks for the military use of AI, in February 2023, the Netherlands and South Korea jointly convened the Responsible AI in the Military Domain (REAIM) Summit, which concluded with the “REAIM 2023 Call to Action”. [...] The preamble of the document acknowledges the potential of AI, yet also recognises that the rapid adoption of AI in the military domain brings about visible and invisible challenges. [...] This is partly due to the distributed nature of military decision-making and the diverse nature of the AI ecosystem, where different sectors are involved throughout the entire life cycle of AI – from design to development and deployment. [...] It stresses the significance of a holistic, inclusive, and comprehensive approach in addressing the possible impacts, opportunities, and challenges of the use of AI in the military.
