Synthesising a range of academic and policy/grey literature on conflict and urbanisation dynamics in Mogadishu – as well as earlier studies by the authors on policing – the report first provides background to Mogadishu’s complex security picture, an overview of key security actors in the city, and the evolution of security issues in the two urban districts. [...] At the same time, this municipal police force works with federal institutions such as the Ministry of Transport and Civil Aviation, Ministry of Finance and the Ministry of Internal Security (with oversight over the national Somali Police Force (SPF), the National Inteligence and Security Agency (NISA) and the Immigration and Naturalization Directorate of Somalia), as well as other Benadir Regional. [...] These are reported to operate in the city outskirts and in the Lower Shabelle region, and in parallel to the (weak) state judiciary. [...] Given the presence of large numbers of state officials and strategic military/security facilities and positions in Hodan, this district was significantly affected by the escalation in tensions and armed conflict between different factions of the military around the disputed electoral process.
