Responsible Data Stewardship

31 Mar 2023

In response to rising awareness of the harms and negative impacts of data, different concepts have emerged that represent new ways of thinking about how it should be used. This report sets out the findings of research undertaken by the Open Data Institute (ODI) between June 2022 and March 2023, supported by the Patrick J. McGovern Foundation. We set out to document and explore these concepts, with a particular focus on ‘responsible data’, and to use the findings to develop a normative interpretation of responsible data stewardship that we could use in our work. The research consisted of a literature review and expert interviews, involving 18 organisations from across the public, private and third sectors, in Africa, Europe, North and South America.
