Mutoy Mubiala was born in 1959 in Tango, Democratic Republic of Congo and has obtained a law degree from the University of Kinshasa (1984), a post-graduate diploma from the University of Kinshasa (1991), and a master's degree from the University of Kinshasa (1991). [...] He also holds a law degree from the University of Kinshasa (1984), a post-graduate diploma (1990), and a (1990) and a doctorate in international law from the University of Geneva (1994), at the Graduate Institute of International Studies (GIIS). [...] After having worked as an assistant in international law and law of international organizations successively at the University of Kinshasa (1986-1988) and at the IUHEI (1992-1994), he joined the United Nations, first as a Research Associate at the United Nations Institute for Training and Research (UNITAR), from 1993 to 1994, and then as a staff member of the Office of the United Nations High Comm. [...] Mubiala has held various positions of responsibility and has contributed, in particular, to the the establishment of the United Nations Centre for Human Rights and Democracy in Central and Democracy in Central Africa, based in Yaoundé, of which he was the first manager, from March 2001 to March 2002. [...] He has 25 years of service in the South African Department of Defense, where he served in the Marines, then at various naval bases and on ships as an intelligence officer, transferring to the Judge Advocate General where he represented the Department of Defense, progressing to being appointed by the Minister of Defense as Military Judge in 1997.
