Among them are the increase in technology-facilitated violence, which takes many forms and often impacts women and girls disproportionately; the potential of behavioural insights and public procurement as tools for delivering more effective GBV programmes and services; and the issue of intersectional research gaps in the field of GBV. [...] Key governance elements under this pillar could include developing holistic laws and policies addressing multiple forms of GBV and gender inequality, clearly identifying the roles and responsibilities of governmental actors and relevant stakeholders in the implementation of GBV strategies, policies, and programmes, and establishing internal and external accountability mechanisms that monitor the p. [...] The framework recognises that certain groups of women and girls may face higher risks of violence, such as trans women and girls, women and girls with disabilities, and Indigenous women and girls, and subsequently ensures their needs and experiences are addressed across the proposed actions and objectives, which may involve developing targeted actions and objectives. [...] Made up of members from various ministries and public institutions, including the Ministry of Justice, Statistics Finland, and the Ombudsman for Equality, NAPE is responsible for the co-ordination, monitoring, and impact assessment of measures required for the implementation of the Istanbul Convention. [...] In light of this, it is important to balance the rights of the parties appearing before them in the courtroom and to take steps to understand the realities of GBV in order to fairly interpret legislation and policy.
