DBH believes the success of behavioral health prevention strategies depends largely on a coalition’s fidelity to the 5 steps of the SPF and that coalitions must complete the necessary activities and deliverable(s) in each step of the SPF to achieve behavioral health outcomes in substance abuse prevention.
