INTERNATIONAL GOVERNANCE OF CIVILIAN AI - A Jurisdictional Certification Approach

Taking into account the particular characteristics of the AI industry, this report describes trade-offs in the design of international governance of AI and presents one approach to civilian AI 2 governance in detail.
