The research and modelling were to focus on the challenge the Commission highlighted as a priority for the waste sector in its Baseline Report, to “examine the role of the waste sector in enabling the move towards a more circular economy”. [...] The scope of the NZP was to assess the current performance of the waste sector in terms of capacity, cost, and environmental impact (carbon), and to develop and model the least cost infrastructure pathway for the waste sector to meet the sixth carbon budget by 2035 and net zero by 2050 across different arisings scenarios.
