CER aims to provide policy advice to the government and conduct research for development institutions on key development issues. The mission of CER is to create an environment where new, constructive ideas and concepts can be transferred into sound development policies, promoting open and meaningful dialogue and contributing to reaching a nationwide consensus on development perspectives. CER's mandate is as follows: (1) encourage proactive dialogue, provoking public discussions on development issues; (2) inform and influence policymakers, decision-makers, and other development partners by providing the highest quality of policy analysis and policy advice as well as independent expertise; (3) advocate and contribute to national capacity building; and (4) encourage the piloting and introduction of best practices.
