[...] Below are described the essential aspects that ensure legal interoperability for organisations, including those managing national qualifications databases: Establish the Qualifications Database as the official source of qualification data This can help to promote transparency and consistency in the assessment and recognition of qualifications and reduce the risk of fraudulent or misleading informa. [...] Depending on the situation, this might be done by the following: Publication of the qualification by an approved authoring organisation, Approval of the qualification by a quality assurance or licensing authority, or Publication of the qualification in the official journal of the government In each case, the output of the process is legal permission for the qualification to be offered to students. [...] Publication The publication process involves the management of the tools required to collect the outputs from all the steps described above digitally, assign identifiers to the outputs, record those outputs in a single database, and make the qualifications available to the general public via that database. [...] The objectives of such a review include identifying non-performing processes, analysing the state of the database's content, analysing the impact on its target users and broader society, and evaluating the governance of the database.
