In terms of the geo-political context, the dissolution of the Soviet Union and the collapse of the Eastern Bloc meant that the countries George Soros had seen as “closed” then had the potential to become “open.” The Open Society Foundations then engaged or initiated various activities to foster open society including: engaging in the expansion of national foundations throughout Eastern Europe and. [...] This resulted in an expansion of the Scholarship Programs’ geopolitical focus (in conjunction with partners like the British Foreign and Commonwealth Office) to engage beyond the former-Soviet Union and Eastern Bloc countries like Indonesia and Turkey, and the Palestinian and the West Bank territories.32 In terms of organizational context, it is critical to understand the way in which the Open Soc.
