This working paper aims to support developing member countries in developing policies and regulations for their digital, platform, and data economies through a case study of nine countries and regions.The case studies reveal there is no one-size-fits-all or single pathway to digital transformation, given the wide variations in social, economic, and political contexts as well as the rapid changes in the technological landscape. However, based on the practices and lessons learned from these jurisdictions, other developing member countries can bypass many of the shortcomings, leapfrog progress in digital transformation, and reverse current trends toward widening inequalities and power imbalances in the digital economy.
