3.1 Sources of variation of data The comparability of data is affected by several factors, including (1) the definition of total population; (2) the definition used to classify the population into its urban/rural components; (3) the accuracy of age reporting; (4) the extent of over-enumeration or under-enumeration in the most recent census or other source of benchmark population statistics; and (5.
