With the design of the next EU R&I Framework Programme (FP10) on the horizon, we stress the crucial role that EU research and innovaon investments play in addressing global challenges, boosng the EU's global compeveness, and reinforcing its strategic autonomy. [...] As called for by the Members of the European Parliament Chrisan Ehler and Maria da Graça Carvalho, increasing the budget for FP10 to €200 billion is especially crical to enable Europe to find soluons to pressing societal challenges. [...] This notably includes the instability of the Framework Programme budget and budget shis to non-RD&I purposes, which connue to threaten the role of the programme in strengthening societal and economic impact and put at risk the long-term planning of ambious RD&I policies and other sectorial policies it supports. [...] Consequently, we highlight the need to ring-fence the programme’s budget to safeguard it from yearly discussions in the context of the MFF negoaons and shis between the different programme components and EU priories. [...] Finally, we emphasise that while increasing the budget of the Framework Programme remains a priority, ensuring sufficient naonal investments in RD&I, by meeng the agreed target of 3% of GDP, is key to generang soluons to address global challenges and fostering Europe’s compeveness, including by leveraging private investments.
