The development objective of Khyber Pakhtunkhwa Human Capital Investment Project for Pakistan to improve availability, utilization, and quality of primary healthcare services and elementary education services in selected districts of Khyber Pakhtunkhwa. Some of the negative impacts include: (i) provision of jobs for skilled and unskilled Kalasha unemployed as the right of inhabitants of Bumburet/ Kalasha area; (ii) Pardah/ privacy issue particularly for Muslim visitors to the Basic Health Unit (BHU); (iii) the construction material should not be dumped in front of BHU or within premises to ensure smooth access to/ from and vehicle movement outside BHU; (iv) non-availability of proper complaint system/ channels at BHU to register complaint regarding any issue during rehabilitation work; (v) the construction waste material during and after rehabilitation work may not dumped in the adjacent agriculture fields; (vi) chances of slight environmental effects like noise and dust emissions in case of excavation of damaged wall foundation, with in the BHU; (vii) the wall width should be enhanced that could sustain future floods hit request by the Kalasha female representative; and (viii) availability of local doctors both male and female should be ensured so that to make sure full-time presence of doctors. Some of the mitigation measures include: (i) a special clause will be added to the contract of the contractor to ensure full compliance; (ii) a special clause will be added to the contract of the contractor to ensure full compliance in implementation of measures in this regard; (iii) a special clause will be added to the contract of the contractor to ensure full compliance; (iv) a multi-tiered Grievance Redress Mechanism (GRM) will be established for Health PMU which will be implemented during construction phase; (v) a special clause will be added to the contract of the contractor to ensure full compliance to make sure that the construction waste may not dumped in the agriculture fields; (vi) the contractor will be bound to implement the measures in this regard by putting a special clause in his contract. to ensure full compliance; (vii) the design supervision consultation and infrastructure team will assess and will revise the wall width specifications; and (viii) Local Doctor's availability will be brought in to notice of Health Department for consideration.
