PROGRESS REPORT BACKGROUND INFORMATION SUPPORTING THE WORK OF THE NINETEENTH SESSION OF

The President recognizes the great efforts of those involved in the reform process, including Members of the Executive Council, their working groups and the task forces, the technical commissions, the regional associations, the Secretary-General and the Secretariat to support this important work. [...] To implement Long-Term Goal 5, the reform was completed by the reorganization of the working structures of the Executive Council: (a) The consolidation of the standing bodies of the Executive Council around a Policy Advisory Committee, to advise on matters concerning the strategy and policy of the Organization, and a Technical Coordination Committee, to act as a two-way interface between the Execu. [...] To support the implementation of the Transition Plan and the Communication Strategy, the Executive Council established the Constituent Bodies Reform Task Force (CBR- TF), composed of members of the Council.41 Since its establishment, the CBR-TF monitored progress with the Transition Plan and the Communication Strategy and reported to the Congress and the Council.42 34 WMO Executive Council structu. [...] With the adoption of the above-mentioned resolutions, the Management Groups of both Commissions started populating the membership of the working structures and began the prioritization and implementation of the workplans. [...] The Transition Team was composed of the presidents and vice-presidents of existing and new technical commissions, the chairs and vice-chairs of the Research Board and the Hydrological Assembly and the presidents of regional associations, chaired by the presidents of the new commissions and the chair of the Research Board.
