3 The president has the right to a legislative initiative under the Constitution, issues binding decrees and resolutions and appoints some of the members of the upper chamber of the parliament and also has a key role in the appointment of regional hokims, the prosecutor general, members of the Supreme Judicial Council as well as the chairperson of the State Security Service and other high-ranking. [...] The UN Special Rapporteur on the situation of human rights defenders and the Special Rapporteur on the promotion and protection of the right to freedom of opinion and expression and the Working Group on discrimination against women and girls raised concerns regarding the smear campaign and arbitrary detentions of human rights activists.
