Report on technical challenges and barriers to eInvoicing in the EU

An understanding of the technical challenges and non-technical barriers to eInvoicing adoption is necessary to inform policy decisions for the development of an EU-wide eInvoicing application. These challenges can and should be addressed by specific actions and mitigations that policy makers can deploy in order to facilitate adoption. This document focuses on the identification of the technical challenges for the implementation of eInvoicing in B2B and B2G, and non-technical barriers in European Member States. Challenges have been categorised, as well, as the specific type of stakeholders that are facing them. A set of recommended actions has been outlined that should be taken into account for future initiatives and policy orientations.
