[...] Its mission was to fulfil security-related mandates and obligations, ultimately improving the safety and welfare of the state's population through collaboration with the Office and the Secretary of Security of the State of Mexico (donor and counterpart). [...] The ultimate impact of the project remained uncertain due to the absence of a mechanism to monitor the adoption of the recommendations and, consequently, the enhancements made in the Comprehensive Security Strategy of the State of Mexico.
