The first evaluation question is standard to all CPEs and entails an assessment of (i) the relevance and coherence of the Bank Group–supported strategy to conditions and major development constraints at the start of the evaluation period, (ii) the adaptation of the strategy over the evaluation period in response to changing circumstances and priorities and learning from experience, and (iii) imple.
