This paper describes how a combined maritime force (CMF) of coast guards and maritime law enforcement agencies under U.S. Coast Guard leadership might institute a shared vision of enforced maritime law and international norms. It discusses China's gray zone tactics; defines CMF and discusses the potential benefits of such a force; details a CMF's focus areas, leadership, and membership; and concludes with a brief discussion of next steps.
