Ratings for the Second Enhanced Vocational Education and Training Project for Nepal were as follows: outcome and Bank performance was satisfactory and monitoring and evaluation (M and E) quality was high. Some lessons learned included: project design underpinned by evidence and experience leads to effective implementation and important results. A performance-based funding modality for training providers has the versatility and flexibility to accommodate a range of development objectives but requires a robust M and E structure. Long term institutional strengthening is required for better quality assurance (QA) and internal efficiency in technical and vocational education and training (TVET) institutions. Project design can effectively include both public and private training providers if appropriate adjustments are made.
