It is the responsibility of IES to respond to the commitment of the United Nations Evaluation Group (UNEG) in professionalizing the evaluation function and promoting a culture of evaluation within UNODC for the purposes of accountability and continuous learning and improvement. [...] The designations employed and the presentation of material in this publication do not imply the expression of any opinion whatsoever on the part of the Secretariat of the United Nations concerning the legal status of any country, territory, city, or area, or of its authorities, or concerning the delimitation of its frontiers or boundaries. [...] In addition to their management role, in order to ensure coherence and consistency in the delivery of the action, UNODC HQ provided technical and substantive expertise across the project output areas, including the direct support for the development and delivery of capacity building and training activities as well as the provision of legal advisory services. [...] Considering the complexity of the phenomenon addressed by the project, the diverse needs for assistance across partner countries and the project’s limited budget per country, most consulted stakeholders expressed satisfaction at the “breadth” and the “added value” of the project’s outputs. [...] On the tactical level, the identification of the right partners served to sensitize and enlist the support of “key champions” in a wide spectrum of organizations which in turn promoted the project visibility and outreach.
