As you will be aware, the regulation of mineral exploration and exploitation in areas beyond national jurisdiction is the remit of the International Seabed Authority (ISA) in accordance with the provisions of the 1982 United Nations Convention on the Law of the Sea and the 1994 Implementation Agreement relating to Part XI of the Convention. [...] As far as the draft decisions are concerned, we suggest that, as a first step, if the Secretariat of the Convention of the Migratory Species is interested to consider the potential impacts of activities in the international seabed Area on migratory species, the status of knowledge on such impacts, and the status of relevant regulations and guidance on avoiding and mitigating any potential adverse.
