The general approach for development (preparation) and structure of Water Allocation Plans is not consistent with the NWI The NT may, consistently with the NWI, determine when a plan is prepared, the area it covers, the detail, duration and time of review, and the resources devoted to its preparation “based on an assessment of the level of development of water systems, projected future consumptive.
