The Government of Ethiopia (GoE) has launched a five-year program, called the National ID Program (NIDP), to introduce a new foundational digital ID system to facilitate access to essential public and private services. The new ID system, known as Fayda', which means 'value' in several local languages, is set to encompass the entire resident population of Ethiopia by the end of 2027, including refugees. As the digital ID program expands, the GoE has sought the support of the Identification for Development (ID4D) initiative from the World Bank. This collaboration aims to implement best practices and anticipate potential concerns associated with the rollout of the new ID system, especially among vulnerable groups within the population. This study aims to identify and mitigate challenges for vulnerable groups during the rollout of Fayda ID. Data was collected through consultations, interviews, and focus groups across six Ethiopian regions. The study's insights are supporting GoE to refine its strategy, offering crucial guidancefor an inclusive implementation that caters to the diverse needs of the entire population, contributing to the program's overall success and effectiveness.
