The Australian Nursing and Midwifery Federaon (ANMF) acknowledges the Albanese Government’s commitment to reforming aged care through the implementaon of the Royal Commission’s recommendaons and recognises the importance of a new Aged Care Act in achieving this reform and seng the foundaon for fundamental change of the system to improve access, care delivery and outcomes for older Australians. [...] Placing care minutes in the primary legislaon will signal to both the regulator and the workforce the Government’s commitment to these reforms and the centrality of the workforce to a safe and high-quality aged care system. [...] The ANMF also reiterates that the new act, the rules, and any subordinate legislaon and regulaon, must direct and inform the regulatory stance of the Aged Care Quality and Safety Commission (ACQSC) and the Department of Health and Aged Care as the system manager. [...] Placing care minutes in the primary legislaon will also signal to both the regulator and the workforce the Government’s commitment to these reforms and the centrality of the workforce to a safe and high-quality aged care system. [...] The ANMF notes that the objects of the Act are intended the give effect to the Internaonal Covenant on Economic, Social and Cultural Rights and the Convenon on the Rights of Persons with Disabilies but fail to menon the United Naons Principles for Older Persons or the United Naons Declaraon on the Rights of Indigenous Peoples.
