This report introduces the background and framing of the concept of mission portfolios, focusing on portfolios of actions. It describes portfolio management approaches, explaining the uses and benefits, as well as the challenges of applying a portfolio approach in mission implementation. Further, it presents several existing examples of portfolio approaches in practice at different levels of governance and summarises survey results of MLE participants’ perspectives and practices related to mission portfolios.
