[...] House of Representatives directed the DOE to study the benefits of such an efficiency standard.48 The DOE should promptly finalize this analysis and proceed to rulemaking, and Congress should continue to appropriate funds for the study and rulemaking process. [...] The DOE should apply the same lens to other IIJA and IRA funding programs, including the Grid Resilience State and Tribal Formula Grants, which will distribute $2.3 billion to states and Tribes over the course of five years, and the Transmission Facilitation Program, which aims to fund new, shovel-ready transmission lines. [...] The legislation directs the PUC chain, the DOE could extend DPA to exempt projects of an “extension, to the materials and components expansion, upgrade, or other modification of an existing electrical needed to manufacture transmission facility, including transformers, alongside creating transmission lines and substations” from a backstop procurement the need to seek a Certificate of Public progra.
