Importantly, A I is a foundational technology: t his i s a strategically-relevant development in and of itself, in t hat A I also catalyses t he acceleration of all other contemporary technological advances. [...] Similarly, the emergence o f increasingly s ophisticated A I models i s already revolutionising a r aft o f industries and driving innovation across multiple commercial sectors.4 T he speed o f technological development also marks a s ignificant s tep t owards t he creation o f ever more powerful forms of A I and t he strategic capabilities o f the f uture. [...] The a bility of AI to cut across capability sets , by 1 4 contrast, m akes i t unique: AI can enable all a spects of development like an underlying ‘ super resource ’, m eaning it can be treated as a n input akin to t he early 20th century’s steel and i ron and , at the same t ime, a s a r efined output. [...] A dditionally, the UK has the potential to a ct i n a far more nimble manner than the US, c onsidering the overlapping, non-rationalised character of US AI and data regulation, and more eectively t han the E U, c onsidering its labyrinthine governance s tructures. [...] The UK i s one of t he strongest and most technologically innovative countries in the w orld, and arguably the o nly o ne capable of acting a s an aligning power w ith its Euro-Atlantic a nd Indo-Pacific partners i n strategic, economic, and technological contexts.
