Introduction The meeting of the 28th Conference of the Parties to the UN Framework Convention on Climate Change (COP28) in Dubai from 30 November to 13 December 2023 saw intense debate on the pressing issue of climate financing. [...] The compilation of this index faced some challenges owing to the discontinuation of the World Bank’s Doing Business (DB) index, which was one of the indicators for the ND-GAIN. [...] The work of Guillaumont and Simonet8 on the vulnerability of African countries to climate change was an important step in trying to develop quantitative measures to assess climate vulnerability on the continent. [...] The method also allows for the rotation of indicators so that their effect on the final index follows the desired direction (ie, higher values of the standardised data correspond to higher scores of the index). [...] Step 4 Generate a new parameter, θ, by dividing each eigenvalue by the sum of all eigenvalues of the selected PCs to get the proportions of the variance explained by each of the PCs.
