[...] Using document and demographic analysis supplied by the department and through a survey of child care operators, analyze current child care service capacity in the NWT to establish current enrolment in child care programs by region, auspice, age of child and family types using the service (i.e., number of lone parent families, by family size and age distribution of children and by the labour force [...] The researcher began the focus groups and interviews by outlining the purpose and format of the feasibility study. [...] The analysis in this report uses the same tools and techniques to measure the effect of an increase in investment of child care as would have been used to measure the effect of an increase in the construction or mining sector.
