This discussion paper builds on CPI’s earlier work, with a focus on the technologies, challenges, and current state of financing for the decarbonization of India’s iron and steel sectors, since this is the country’s largest GHG-emitting high-growth industrial sector and one of the most challenging to decarbonize. [...] OUTLINE OF THIS PAPER Having discussed the technological solutions and challenges to steel decarbonization, this paper presents an analysis of the status of India’s iron and steel sectors, and what it would take to increase finance for industrial decarbonization in the country. [...] Figure 1 shows the distribution of investments by technology and project scale, and the share of investments by public and private sources of funding.1 Figure 1a: Announced global investment in green steel Figure 1b: Share of public and private production by technology and scale of production sources of funding for green steel projects (investments to be made over 2017-2033) globally (of total USD. [...] This demonstrates the use of certain industrial policy tools (primarily regulations and subsidies) to support the localization and deployment of specific low-carbon technologies and for the creation of new markets. [...] The tariff equates to the difference in the carbon price in the EU (under the ETS) and the price that has already been paid in the country of origin.
