Proposal for the WHO Pandemic Agreement

The Parties commit to identify and address the drivers of pandemics and the emergence and re- emergence of disease at the human-animal-environment interface through the introduction and integration of interventions into relevant pandemic prevention, preparedness and response plans. [...] The Conference of the Parties shall, at its first meeting, define the structure and modalities of the Network, which shall aim at ensuring the following: (a) collaboration among the Parties and other relevant stakeholders during and between pandemics; (b) the functions of the Network are discharged by the organizations best placed to perform them; (c) consideration of the needs of developing count. [...] Extraordinary sessions of the Conference of the Parties shall be held at such other times as may be deemed necessary by the Conference of the Parties or at the written request of any Party, provided that, within six months of the request being communicated in writing to the Parties by the Secretariat, it is supported by at least one third of the Parties. [...] The interpretation and application of the WHO Pandemic Agreement shall be guided by the Charter of the United Nations and the Constitution of the World Health Organization. [...] Depositary The Secretary-General of the United Nations shall be the Depositary of the WHO Pandemic Agreement and amendments thereto and of any protocols and annexes adopted in accordance with the terms of the WHO Pandemic Agreement.
