Ratings of Competitiveness and Export Readiness Project for Kosovo were as follows: outcome was moderately satisfactory, Bank performance was satisfactory, and monitoring and evaluation quality was modest. Some of the lessons learned include: (i) Ensuring necessary legislation is adopted and there is a firm agreement with the counterparts on the main aspects of technical design of activities before project approval can mitigate the risks and improve quality of World Bank performance at entry; (ii) Complementarity among various WBG instruments positively affects project implementation; (iii) The government's continuous ownership of the reforms is critical in achieving development success and ensuring sustainability of the reforms; (iv) Flexibility in project implementation allowed for rapid response to the COVID-19 crisis and provided crucial support to the firms within months of onset of the crisis; (v) While comparison between treatment and control groups is the gold standard for impact evaluation, such complex analysis may be counter-effective when the sample size is small and data availability and analytical capacities are limited; and (vi) A combination of international and local co-TTLs proved to be a recipe for success.
