This publication is a comprehensive guide designed to equip intellectual property (IP) owners with the necessary tools to efficiently refer cases of IP infringement for criminal investigation. The guide has been developed as part of the European Multidisciplinary Platform Against Criminal Threats (EMPACT), which includes intellectual property as a European law enforcement priority. This guide is the first publication of its kind and is intended to provide practical guidance that can be applicable in the EU – and beyond. Drawing upon an extensive foundation of data, including over 50 expert interviews, thorough case review and desk research, the guide will be a new strong tool in the ongoing fight against serious and organised IP crime. The guide features a Frequently Asked Questions (FAQ) section and checklists specifically designed for reporting specific types of IP crime, which are especially beneficial for small and medium-sized enterprises (SMEs) making a criminal referral for the first time.
