Indeed, the definition of energy poverty and the measures include indicators linked to the rate of energy effort and the feeling of cold but do not currently consider the difficulties in maintaining an acceptable temperature in one’s home during periods of heat. [...] Moreover, a strength of the indicator is that it enables the monitoring of the evolution of energy poverty related to climate change in the short and the long term. [...] 2.2 The question of the measurement In addition to the question of the definition of energy poverty arises the question of its measurement. [...] In particular, the phenomenon can be explained by several factors: the socio- economic conditions of the household, the energy efficiency of the dwelling and the conditions of access to energy. [...] If the standard of living and the quality of building dimensions do not vary, a change in the intensity of energy poverty could be caused by a variation in the climate dimension of the index.
