Ratings for the Disaster Risk Management Development Policy Loan with a Catastrophe Deferred Drawdown Option Project for Morocco were as follows: outcomes were satisfactory, relevance of prior actions was satisfactory, and bank performance was moderately satisfactory. Some lessons learned included: a well-designed results framework is necessary to ensure an accurate measurement of the progress toward achieving the PDO. In a Cat DDO, RIs are designed to monitor and evaluate outcomes of the PAs toward achieving the PDO. This Cat DDO demonstrated that the PDO was effectively achieved, despite shortcomings in a few RIs. It is therefore recommended that ample time be provided during preparation to design a results framework that accurately measures the outcomes of the intended policy reforms during implementation. Moreover, whenever possible, layered indicators incorporating quantitative and qualitative measures should be utilized instead of (or in addition to) binary yes-no indicators. To the extent possible, Cat DDOs should include triggers that can respond to both natural catastrophes and public health-related emergencies. It is crucial to appraise the inclusion of relevant triggers, which capture both natural catastrophes and public health-related emergencies to avoid restructuring during implementation. For this Cat DDO, the team worked closely with GoM to identify possible triggers that could correspond to the public health emergency, which were not initially captured in Law 110-14. Triggers, especially those related to public health, could be identified through consultations and assessments during preparation.
