While on a visit to Heilongjiang Province in September 2023, Chinese President Xi Jinping called on the nation to mobilize "new quality productive forces" (Xin Zhi Sheng Chan Li ) to drive economic growth. He reiterated this message at the annual Central Economic Work Conference in December. And Premier Li Qiang's annual work report at the National People's Congress in March 2024 put as its top policy priority "striving to modernize the industrial system and developing new quality productive forces at a faster pace." In addition, on January 31, a group of seven ministries led by the Ministry of Industry and Information Technology issued a list of "future industries" (Wei Lai Chan Ye ) which are implied to be the major sectoral targets of the "new quality productive forces."
