THE AFRICAN UNION-HORN OF AFRICA INITIATIVE (AU-HOAI)

This evaluation is based on the Report of the Senior Officials meeting of the AU Horn of African Initiative (AUHOAI) that was held in Mombasa in 2022, where Member States requested the Commission to undertake the Evaluation of the Initiative to ascertain its relevance and effectiveness in supporting Member States on issues of prevention of Trafficking in persons and Smuggling of Migrants in the Re. [...] The meeting took stock of the work done for the last 5 years based on the Plan of Action and agreed to undertake an evaluation of the Initiative with the aim of revamping and positioning it to support its Member States on merging challenges of irregular migration in the region. [...] Following the identification of the above challenges, member states recommended that the AU Commission in close collaboration with Member States and other relevant key stakeholders conduct an evaluation of the AU-HoAI to identify gaps and opportunities to be considered to revamp the initiative and ensure that the initiative brings much needed value and that it responds to the needs and realities f. [...] 1.4 Objectives of the AU-HOAI evaluation The main objective of the evaluation included the following: a) Review the AU-HOAI relevance to the needs of the member countries, b) Identify the initiatives potential Strengths, Weaknesses, Opportunities and Threats (SWOT) in a bid to strengthen it to be able to respond to Member States’ needs. [...] The Structural Design, Modality and leadership of the of AU-HOAI initiative The Evaluation found out that there is no clear Terms of Reference to define the leadership and modality of the Initiative.
