This update describes the achievements of the Government of National Unity in the 18 months since the establishment of the Unity. The three sets of problems encountered are described as the underestimation of technical complexity of what they have been attempting to achieve, the character of the state bureaucracy and the South African society. However the author still sees grounds for optimism in the new South Africa.
