Uganda and Rwanda: The Rocky alliance

Until recently, good relations between Uganda and its neighbour Rwanda were taken for granted. Museveni and Kagame openly intervened to overthrow the dictatorial regime of President Mobutu of Zaire. However, in mid-August 1999 a clash in the town of Kisangani exposed the strain in the relationship of these two” new breed” African leaders. A number of issues were identified and the way in which these issues were resolved indicated that the relationship between Uganda and Rwanda are built on the personalities of the two leaders.
