This report from the California State Postsecondary Commission reviews the difficulties associated with adoption of the current 1990-91 budget and uses this review as a basis for its recommended four priorities for the upcoming budget. The four priorities discussed are the following: (1) maintain the Master Plan's commitment to access and quality in postsecondary education; (2) continue intersegmental programs that promote educational equity; (3) make progress in achieving the State's policy goals for increasing financial assistance to low-income students; and (4) implement new space and utilization standards for California's public higher education facilities.
